Discipline Policy Parents & Spectators
This policy applies to any spectator or parent at any WOBA sanctioned event, involving other parents/spectators, umpires, players, coaches or other members of the WOBA at the venue/event, and will be acted upon by the submission of any incident report or ejection report. Coaches and team management are required to work with the umpires and executive to verify the identity of the individual involved. Intentionally withholding information or misrepresentation of information will result in further discipline.
1. Any incident report or ejection report involving a parent/spectator will be reviewed by either a President or a Vice President of the WOBA. The person reviewing the incident will determine if the incident was of a minor nature or a major nature. (see definition of minor and major incidents below)

3. Individual reviewing the incident will notify the local that an incident report was filed, and parent/spectator must remain away from WOBA or OBA events until further notice.

5. Review should determine if issue is a minor or major issue within 5 days of receiving the report.
a. Minor Issues
i. First offence of season - The parent/spectator is banned from attending any further WOBA or OBA sanctioned games until proof of completing the following course with a completion date after the date of offence is provided to their local and the WOBA. Note: Course selection may change as new material is made available. Alternate courses may be provided to WOBA

ii. For second offence in a season the parent/spectator is banned from WOBA events until the end of the season.
b. Major Issues –.
i. If the reviewer determines the issue may fall under the category of a major offence, they will forward the report to 2 other board members for review and confirmation. Only 1 other board member must agree to it being major. If one other board member agrees it is major in scope then
· The 3 board members shall meet to determine on a penalty for the offending parent/spectator.
· The penalty may involve a ban from attending WOBA sanctioned events for a determined period of time.
· Individual must also complete the course for minor offences
· This penalty shall be sent to the local and the parent/spectator.
· The parent/spectator may either accept the terms or may file an appeal with the WOBA.
· Appeals will be heard by a panel convened by the secretary.
Definitions;
Major Incident - These will be defined as but not limited to the following; Language deemed to be racist, sexist, or discriminatory in nature. Includes threats of bodily harm or actions that could be interpreted as threating in nature. These issues could also include language used to belittle or cause mental harm.
Minor Issue – Histrionics and/or argumentative comments that are loud and disruptive to the game. May include incidents involving and not limited to defamatory or foul language that isn’t used to describe an individual or group. Incidents that are reported and do not fall under the Major incident category.
