OBA Select and Rep Coach Certification Requirements

Coaches that do not comply will not be rostered with any OBA team (this means you can not coach an OBA rostered team)
Note that the requirement for Select and Rep are different, and the requirements for AAA are different than AA and below (AA-A-B-C-D)
